Fiscal Court Approved Minutes – 08/24/21

The regular meeting of the Boyle County Fiscal Court was held on the 14th day of September, 2021 at 9:00 a.m. in the Fiscal Court Room of the Boyle County Courthouse.  All members practiced social distancing.  Meeting was live streamed on the Boyle County Media Channel for the Public.  Members present at the meeting were:

Others present at the meeting were, Acting Treasurer Jackie Richardson, Missy Galloway, Fiscal Court Clerk, County Attorney Chris Herron

Judge Howard Hunt, Called the meeting to order and Magistrate Jason Cullen gave the invocation.

Judge Howard Hunt:  Presented the minutes for approval.  Magistrate Jason Cullen made a motion to approve, seconded by Magistrate Phil Sammons to approve the minutes as submitted.  Motion carries unanimously.

Mariah King, Finance Officer: presented the bills for approval.  Bills to be paid $2,841,497.96 standing orders $349,128.09.  Motion made to approve by Magistrate Ronnie Short, seconded by Magistrate Jamey Gay. Motion carries unanimously.

Budget/Cash Transfers: Acting Treasurer Jackie Richardson presented Budget Transfers amount $39,250.84 and Cash Transfer in the amount of $48,602.00.  Motion made to approve made by Magistrate Jamey Gay, seconded by Magistrate Ronnie Short.  Motion carries unanimously.

Consent Calendar:

Judge Howard Hunt: Presented Palmer/Compass Financial Advisors RJ Palmer and Lonnie Campbell, KACO.  RJ Palmer explained that partnering with Compass Municipal Advisors and Stites & Harbison, PLCC will give the Fiscal Court guidance along with legal advice from Stites & Harbison on how to invest the ARPA Funds and if it falls into Treasury Guidelines.  Tracking of all expenditures will be the Counties responsible.  The cost for the service will be 1.5% charged for their services.  The total fee for the service will equate to $87,000.  Magistrate Jamey Gay made a motion to approve RJ Palmer and Stites & Harbison, PLCC, seconded by Magistrate Jason Cullen.  Motion approved unanimously.   Judge Hunt presented the 2nd Reading of Ordinance 920.21.  Motion made to approve made by Magistrate Jamey Gay, seconded by Magistrate Ronnie Short.  Motion approved unanimously.  Judge Hunt ask the Fiscal Court to consider a $250.00 payment per event through our Mutual Aid for Lincoln County Coroner coverage if Dr. Don Hamner can’t be present.  Magistrate Jamey Gay made the motion to approve the Mutual Aid of $250.00, seconded by Magistrate John Caywood.  Motion approved unanimously.

Brian Wofford, Jailer:  Brian Wofford gave an update on COVID numbers at the detention.  11 positive inmates, 4 on quarantine with 13 new intake inmates on the observation unit for COVID, and three employees out for positive COVID.

Mike Rogers, EMS Director:  Asked the court to consider Paramedic Class Tuition.  Motion made to approve made by Magistrate Phil Sammons, seconded by Magistrate John Caywood.  Motion approved unanimously.  Mike also asked for consideration for the Paramedic Class MOU for field internship.  Motion made to approve by Magistrate Phil Sammons, seconded by Magistrate Ronnie Short.  Motion carries unanimously.  Mike also ask for permission to apply for a Safety Grant from KACO which is a software that will coach drivers.  Motion made to approve by Magistrate Jason Cullen, seconded by Magistrate Phil Sammons.  Motion approved unanimously.

Shannon Greene, Payroll Officer, presented comp time agreement for Christopher Conner.  Motion made by Magistrate Jason Cullen to approve, seconded by Magistrate Ronnie Short.  Motion carries unanimously.

Acting Treasurer Jackie Richardson:  Explained that Environmental Services will get three quotes for a truck purchase which will be less than $30,000.00

Christopher Herron, County Attorney:  Chris Herron explained the EDA agreement with the City of Danville in which there were questions previously about the agreement.  After reviewing the agreement and having discussion with Steven Dexter, Chris was prepared to accept the agreement as written and presented the agreement to Fiscal Court for their approval.  Motion made to approve made by Magistrate Jamey Gay, seconded by Magistrate John Caywood.  Motion approved unanimously.

Magistrate Ellis:  Absent

Magistrate Caywood:  Solid Waste committee met to discuss the Liter abatement grant along with the money received from Recycling.  Motion made to approve by Magistrate Ronnie Short, seconded by Phil Sammons.  Motion carries unanimously.  John asked that we adjourn in the memory of Teresa Perros.

Magistrate Sammons: 

Magistrate Cullen:   Made the announcement that KACO will give a discounted Tuition through EKU with free text books and this is locked in for two years. Jason suggested that we put this on our website.

Magistrate Gay:

Magistrate Short:  Reminded everyone about the Tire Abatement September 16-18, 2021

County Attorney Herron:

ADJOURN:  Fiscal Court will adjourn in memory of Teresa Perros.  Motion made to adjourn by Magistrate Jason Cullen, seconded by Magistrate Jamey Gay.  Motion approved unanimously.
