The regular meeting of the Boyle County Fiscal Court was held on the 10th day of August, 2021 at 9:00 a.m. in the Fiscal Court Room of the Boyle County Courthouse. Meeting was live streamed on the Boyle County Media Channel for the Public. Members present at the meeting were:

Magistrate Jamey Gay: Led the Invocation
Judge Hunt: Led the Court in the Pledge of Allegiance
Judge Hunt: Presented the minutes from the June, 27th 2021, Fiscal Court meeting for consideration. Magistrate Tom Ellis made a motion to approve the minutes as presented, seconded by Magistrate Ronnie Short. All members voted in favor of accepting the minutes as presented. Motion carries unanimously.
Financial Officer Mariah King: presented the bills for approval. Standing order total presented is $359,610.25 while the bills to be paid are $2,279,789.18. Motion by Magistrate Jamey Gay to approve the bills as presented. Seconded by Magistrate Ronnie Short. The motion carries unanimously.
Budget/Cash Transfers: Acting Treasurer Jackie Richardson stated no budget or cash transfers.
Judge Hunt: Judge Hunt made the suggestion to reappoint Mike Lay to the Planning and Zoning Board of Adjustments. Motion made to approve Mike Lay made by Magistrate Phil Sammons, seconded by Magistrate Jamey Gay. Motion approved unanimously. Judge Hunt submitted the Proclamation recognizing Anne Sleet’s service as previous Mayor of Perryville and her commitment to Boyle County. Motion made to approve Magistrate Tom Ellis, seconded by Magistrate Phil Sammons. Motion approved unanimously. Judge Hunt introduced Steve Hunter with Planning/Zoning. Steve presented the Planning and Zoning Map Amendment to Fiscal Court. Magistrate Phil Sammons made a motion to approve, seconded by Magistrate Ronnie Short. Motion carries unanimously. Judge Hunt presented the County Treasurer Job Description to Fiscal Court for suggestions on what they wished to do about filling the treasurer position with a permanent employee. The Fiscal Court would like to run the job description through the personnel committee to advertise the position.
Brian Wofford, Jailer: Brian Wofford asked for approval for the MOU with UK Grant for the linkage service which will provide a full time employee. Motion made to approve by Magistrate Tom Ellis, seconded by Magistrate Jamey Gay. Motion carries unanimously.
Duane Campbell, Public Works: Presented the Flex Fund Resolution. Motion made to approve made by Magistrate Tom Ellis, seconded by Magistrate Jason Cullen. Hand vote was taken and passed unanimously with the absence of Magistrate Jamey Gay. Motion Carries.
Mike Rogers, EMS Director: Ask the court to consider the bids presented for Ambulance purchases. The two bids received were from Medix at $200,635.25 and Road Rescue at $213,100 totaling $413,735.25. Motion made to approve purchasing one ambulance from each company made by Magistrate Jason Cullen, seconded by Magistrate John Caywood. Motion carries unanimously. Mike also ask for approval to hire the Outreach Prevention Coordinator Jada Nylandler pay rate of $62,000 which is reimbursed by grant funds. Motion made to approve made by Magistrate Jason Cullen, seconded by Magistrate John Caywood. Motion approved unanimously. Mike also asked for permission to approve a full time hire Astrala Godbey EMT at the pay rate of $16.00 hourly effective August 10, 2021. Motion made to approve made by Magistrate Jason Cullen, seconded by Magistrate Jamey Gay. Motion carries unanimously.
Brent Blevins, Health Department: Brent gave an update on COVID 19 for July 15, 2021-August 9, 2021 along with Delta Variant updates. As of August 9th 2021 there were 3750 cases of COVID 19 with 80 deaths with 352 cases being Delta Variant. No deaths associated with the Delta Variant. A motion to write a resolution to encourage vaccinations by Magistrate Tom Ellis, seconded by Magistrate Jamey Gay. Motion carries unanimously.
Julie Wagner, County Administrator: Julie requested to bid the Janitorial Services contract with updated protocols for COVID 19 safety. The contract will be for one year with the option to extend for one year. Motion to approve made by Magistrate John Caywood, seconded by Magistrate Jamey Gay. Motion carries unanimously. Julie Wagner also discussed the 2021-2022 Tax Tate which is due by September 03, 2021. A special called meeting with the finance committee will be meet on August 13th, 2021 to discuss adjusting the rate.
Chris Herron, County Attorney: Chris Herron presented Resolution Crawford House 21.08.09.01 from the deed of correction. Motion to approve made by Magistrate Tom Ellis, seconded by Magistrate Jason Cullen. Motion carries unanimously.
Jackie Richardson, Acting Treasurer: Financial reports for July were presented to the court for review.
Magistrate Ellis: Made a motion to ask the City of Danville to put an Antenna on the new Tower located on Tuggle Road, seconded by Magistrate Cullen. Hand vote was taken with 3 in favor, 2 opposed while Magistrate Jamey Gay was absent from voting. Motion carries.
Magistrate Short: No news
Magistrate Sammons: Constitution Square flowers are beautiful.
Magistrate Cullen: EMS discussed promotions, new hires and ambulance repairs. The committee adjourned at 8:50 AM. Motion to approve made by Magistrate Jason Cullen, seconded by Magistrate John Caywood. Motion carries.

Magistrate Caywood: Thanked Robin Hart and Jody Lassiter for their service to Boyle County
County Attorney Chris Herron:
Judge Hunt: Announced a tour at Advanced Manufacturing Center with Erin Tipton which will be scheduled for August 24th 2021.
